Se analiza la incidencia del nuevo Texto Refundido de la Ley de Suelo y de la Ley de Rehabilitación, Regeneración y Renovación Urbanas en el marco normativo vigente en la CAPV, señalando los retos a que se enfrenta el vigente entramado normativo autonómico en orden a propiciar la regeneración urbana, tan necesaria en una parte muy significativa de nuestros tejidos urbanos, y a dotar de seguridad a la acción urbanística. Así mismo, se apuntan posibles soluciones prácticas a las inconsistencias e incompatibilidades entre las normativas básica y urbanística que se analizan.

Lurzoruaren Legearen eta Birgaitzeari eta Hiri Berroneratzeari eta Berritzeari buruzko Legearen testu bategin berriak EAEko indarreko araudian duen eragina aztertzen da; era berean, egungo araudi autonomikoak dituen erronkak nabarmentzen dira, bai hiri-berroneratzea sustatzeko ¿guztiz beharrezkoa gure hiri-inguruen zati handi batean¿, bai hirigintza-jarduerari segurtasuna emateko. Halaber, aztertutako oinarrizko araudien eta hirigintzako arauen arteko bateraezintasunak konpontzeko balizko irteera praktikoak ematen dira.

The new consolidated text of the Land Act and the Act on refurbishing, regeneration and renovation in the current framework of the Autonomous Community of the Basque Country, pointing out to the challenges that current legal autonomic framework faces in order to promote the urban regeneration, so necessary in a very meaningful part of our urban fabric and to provide the urban action with certainty. Also, the possible practical solutions to the inconsistencies and incompatibilities between the basic and urban normative are indicated.
